Last week Harryton Rivers was shot and killed by a homeowner while burglarizing the man's house.
He was supposed to have an electronic monitoring device strapped to his ankle.
So what happened and what is being done to prevent a similar incident?
People are also asking what the Royal Cayman Islands Police Service is doing to reduce crime in the Cayman Islands.
